This bill would create new firearm-related notification systems for certain crime victims, especially victims of domestic violence and related offenses.

What it would require at the federal level

  • The FBI, working with state, local, and tribal agencies, would set up a firearms access victim notification system .
  • Victims of certain crimes could voluntarily register to receive alerts about firearm-related activity involving the offender.
  • The covered crimes include offenses such as sex trafficking , interstate domestic violence , stalking , and certain other violence-related crimes listed in the bill.
  • If a background check shows that a covered offender is trying to buy a gun illegally, the system would notify the victim.
  • If the background check decision comes too late and the gun is still transferred, the system would notify the victim that the offender has a firearm.
  • The system would also notify victims if:
    • the offender is arrested during an attempted gun purchase,
    • a firearm transferred in violation of the law is later recovered,
    • a denial is reversed on appeal,
    • a presidential pardon affects the offender’s gun prohibition, or
    • the offender gets relief from federal firearms disabilities.
  • Victims could register or unregister at any time, and annual reminders would be sent to people who are registered.
  • The bill would require outreach to inform victims about the system, and prosecutors would have to tell victims about their registration options after conviction.
  • Information in the system would be used only for firearm-notification purposes, and retained for no more than 24 hours after a notification is sent.

What it would do for minors and incapacitated victims

  • If a victim is under 18, incapacitated, or legally incompetent, a guardian or other lawful representative could register on their behalf.
  • The offender would not be allowed to serve as that guardian or representative.

Pilot program for states and tribes

  • The bill would create a pilot grant program for states and tribes that already have victim notification systems.
  • These grants would help them upgrade their systems so victims can be notified when someone subject to a domestic violence-related firearm restriction tries to buy a gun, is denied, is later allowed to proceed, or has a firearm transferred, recovered, or removed from the background check database.
  • Covered people in this part of the bill include:
    • people convicted of a qualifying domestic violence offense, and
    • people under domestic violence-related court orders that restrict firearm possession or purchase.
  • Grant recipients would have to set up registration/deregistration processes, work with domestic violence service providers, train relevant personnel, and send victims notices that include hotline and resource information.
  • States or tribes receiving grants would need to implement the required system changes within 3 years and keep the system operating for at least 3 years.
  • The Attorney General would collect reports on how the pilot programs work and then report to Congress on challenges, costs, usage, and whether a single federal notification system would be feasible.

Funding and limits

  • The bill authorizes $10 million per year from fiscal years 2027 through 2031 for the state/tribal grant program, in addition to other Crime Victims Fund money.
  • The bill says it does not create a new enforceable right to sue the government.
  • It also says it should not be read to change whether a person may legally possess, receive, ship, or transport a firearm under other existing law.
