This bill would direct the Department of Veterans Affairs to change how the Veterans Crisis Line supports and manages its staff, and how it handles certain types of callers.

Support for crisis line staff

The bill would require VA to give Veterans Crisis Line personnel access to confidential mental health care at no cost. This would include:

  • individual counseling and treatment from licensed providers with experience in trauma-related issues;
  • peer support programs;
  • critical incident stress debriefing; and
  • annual training on resilience and preventing burnout.

These services would need to be available both during and outside normal work hours, and time spent using them would count as paid work time. VA could provide these services directly or through outside providers that are not in the employee’s supervisory chain. The bill also says using these services could not hurt a worker’s job status, performance reviews, or chances for advancement.

Workplace and scheduling rules

The bill would require VA to put policies in place to reduce strain on crisis line workers. These would include:

  • reasonable limits on workload and shift length;
  • mandatory rest and recovery periods after especially stressful or traumatic interactions;
  • staffing levels based on call volume, response-time goals, workload, and other operational data;
  • a rule that each worker handles only one case at a time, including digital cases; and
  • voluntary overtime options when call volume or queues are too high.

VA would also be required to use scheduling practices meant to support worker well-being, including trying to spread weekend, overnight, holiday, and other less desirable shifts more evenly among staff. The bill also directs VA to use software to predict call patterns and staffing needs, and to assign or hire extra personnel for especially complex or disruptive cases.

Call-handling and misuse procedures

The bill would require VA to review and update its procedures for handling Veterans Crisis Line contacts. It would also require VA to create procedures for identifying repeated non-crisis or abusive calls that interfere with the line’s mission. For those cases, VA could:

  • warn the caller verbally or in writing;
  • apply reasonable restrictions for repeated misuse;
  • direct the caller to other appropriate resources; and
  • reestablish specialized units for dealing with disruptive repeat callers, staffed by people trained in trauma-informed behavior management.

Any such actions would need safeguards to preserve access for people who are in a real crisis, and they would be subject to supervisory review and periodic reassessment.

Reporting and review

Within one year after enactment, the Government Accountability Office would have to review how the new rules are being implemented and how effective they are. The review would examine staffing, overtime, retention, scheduling, use of mental health services, workforce prediction tools, and how VA handles abusive or non-crisis contacts. The GAO report would go to the Senate and House Veterans’ Affairs Committees, and it would not include personally identifying information.
