Investivoq LegislationRadar
We have received text from S. 5589: No United States Aid for Terrorism Act. This bill was received on 2026-09-29, and currently has no cosponsors.
Here is a short summary of the bill:
This bill would bar the United States from giving direct foreign assistance, loan guarantees, or debt relief to the Palestinian Authority or any other Palestinian governing entity in the West Bank or Gaza, unless the President certifies that a set of conditions has been met.
What the bill does
In simple terms, the bill would:
- State that U.S. aid should not go to the Palestinian Authority, Hamas, or other Palestinian governing bodies in the West Bank or Gaza unless they meet specific conditions.
- Require the Secretary of State to submit a report to Congress within 30 days of enactment on the human rights practices of the Palestinian Authority, Hamas, and any other Palestinian governing entity.
- Require that report to include information about alleged human rights violations, what the U.S. has done to encourage respect for human rights, how U.S. aid is intended to be used, and which international organizations give assistance to these entities while also receiving U.S. funding.
Conditions for the aid ban to be lifted
The aid restriction would not apply for a fiscal year if the President certifies to Congress that the Palestinian Authority or another Palestinian governing entity has:
- Publicly recognized the State of Israel;
- Renounced terrorism;
- Removed people with terrorist ties from its security services;
- Ended funding for anti-American and anti-Israel incitement;
- Publicly renounced Hamas and the October 7, 2023 attacks; and
- Honored previous diplomatic agreements.
Scope of the prohibition
The bill is written broadly. It would also block U.S. funding to any international organization that provides assistance of any kind to the Palestinian Authority or other covered Palestinian governing entities.
Other provisions
The bill includes findings describing Hamas’s October 7, 2023 attack on Israel, prior U.S. aid to Palestinians, and human rights concerns the bill says exist in the West Bank and Gaza. It also says the new law would not override other existing federal restrictions on assistance, except where the bill expressly changes them.
