This bill would change how the Department of Veterans Affairs measures and reports job outcomes for the VET TEC high-tech education program, which helps veterans train for technology jobs.
What it would do
- Changes the job-placement calculation: The VA would have to calculate the program’s employment rate based on veterans who finish the program and are employed 180 days later.
- Excludes some self-reported “placements”: Jobs would not count in the rate if the veteran is employed by the same organization that provided the training, or by that organization’s parent or affiliate as an instructor for a similar program.
- Requires more detailed reporting: The VA would also report, as much as practical, the shares of graduates who are in full-time jobs, part-time jobs, and self-employment.
- Makes reports public: The VA would still report to the House and Senate Veterans’ Affairs Committees, and it would also have to make the report available to the public.
- Adds feedback collection: The VA would have to regularly gather, review, and use feedback from program participants and from the GI Bill School Feedback Tool, or a similar tool, to help evaluate and improve the program.
Practical effect
The bill would not change who can use VET TEC directly. Instead, it would change how the program is measured and monitored. In practice, it is aimed at giving a clearer picture of whether veterans who complete the program are getting jobs, and at improving oversight by using participant feedback and public reporting.
