Investivoq LegislationRadar

We have received text from S. 5685: Epstein Wall Street Records Act of 2026. This bill was received on 2026-10-15, and currently has 3 cosponsors.

Here is a short summary of the bill:

This bill would require federal financial regulators to gather, review, and release records related to Jeffrey Epstein and certain related individuals or entities.

What records would be covered

The bill defines a covered institution as any current or former financial institution that is known or alleged to have had ties to Jeffrey Epstein, an entity he owned or controlled, Ghislaine Maxwell, or an associate of either of them.

It defines covered records broadly to include supervisory and exam-related materials held by federal financial regulators, such as:

  • examination reports
  • examiner notes
  • communications between regulators and the institution
  • investigatory filings
  • supervisory warnings or notices
  • internal agency communications about the institution
  • other records created or obtained through supervision of the institution

What agencies would have to do

The bill applies to the Federal Reserve, the Office of the Comptroller of the Currency, the FDIC, and the SEC.

Within 90 days of enactment, each agency would have to send physical copies of all covered records it has to specified congressional committees.

Within 120 days, each agency would also have to make all covered records publicly available in a searchable, downloadable format, while redacting or withholding personally identifiable information about victims and their medical or personal files. The agency would also have to explain each redaction or withholding.

Investigations and possible enforcement

The bill would require the agencies to immediately begin investigations into covered institutions and relevant senior executives.

Those investigations would look at whether the institution or executives:

  • violated banking, securities, or anti-money laundering laws
  • did business with Epstein, Maxwell, or associates
  • failed to properly supervise employees who may have helped avoid compliance or scrutiny
  • had controls in place to detect illicit activity, and whether those controls were used
  • communicated with Epstein, Maxwell, or associates
  • destroyed any related documents, and if so, when, why, and by whom

If regulators find that a senior executive at a bank or other covered firm violated or helped violate the law in connection with Epstein-related accounts or transactions, the bill would require or allow penalties such as:

  • being barred from participating in the affairs of an insured bank
  • being barred from associating with certain securities firms or advisers
  • civil money penalties

If regulators reasonably believe a federal crime may have occurred, they would have to refer the matter to the Attorney General.

Reporting to Congress

Within 180 days, the heads of the relevant agencies would have to submit a report to Congress describing what the investigations found, what actions were taken, and any criminal referrals made.
