Worker retraining and transition support

The bill would establish a program for workers displaced by AI or automation. Support could include:

  • job retraining and skills development
  • wage support for workers who take lower-paying jobs after displacement
  • relocation assistance if workers need to move for employment
  • possible Medicaid coverage during the transition period
  • help connecting workers with employers looking to hire
  • preferences in certain federal jobs and Small Business Administration-related programs

The bill would also require government action to be triggered when unemployment rises in ways tied to technology-driven displacement. In addition, agencies would publish annual reports on job losses and other labor-market effects related to new technologies.

Employer notice and training requirements

The bill would expand the Worker Adjustment and Retraining Notification (WARN) rules so that employers who carry out layoffs would have to disclose whether AI played a role in the job cuts and provide more information about available resources. It would also extend the notice period from 60 days to 120 days, giving workers more time to prepare for job loss.

To encourage employers to retrain at-risk workers, the bill would create a 25% tax credit for certain employer spending on upskilling and training.

Taxes to fund worker adaptation programs

The bill would create new taxes tied to automation and AI-related workforce disruption. These taxes would apply to certain large AI service providers and to employers with significant displacement of workers due to automation. The money collected would be used to pay for worker adaptation and retraining programs.

It would also change tax treatment for certain automation assets. In some cases, automation equipment placed in service during a taxpayer’s “saturation period” would be excluded from depreciation and Section 179 deductions. The bill would also allow information sharing between the Labor and Treasury departments so the new worker adaptation contribution rules can be administered.
