Investivoq LegislationRadar
We have received text from H.R. 10827: Protection of Syrian Religious and Ethnic Minorities Act. This bill was received on 2026-10-15, and currently has 1 cosponsor.
Here is a short summary of the bill:
This bill would direct the U.S. government to focus on alleged human rights abuses in Syria, especially abuses affecting religious and ethnic minority groups.
What the bill says Congress believes
- The bill states that the United States supports accountability for war crimes, crimes against humanity, and persecution in Syria.
- It says reports indicate ongoing abuses such as unlawful detention, sectarian violence, abductions, forced disappearances, property loss, forced displacement, abuse by police or armed groups, forced religious conversion, and killings.
- It also says credible monitoring groups have reported continued violations of religious freedom and persecution of minority communities.
- It expresses concern that Syria’s interim authorities have not adequately included minorities in government or properly investigated or prosecuted abuses against them.
- It notes concerns that foreign fighters remain in senior roles in Syrian government and security structures.
What federal officials would have to do
Within 90 days of enactment, the Secretary of State, working with the Director of National Intelligence, would have to submit a report to Congress identifying senior Syrian officials and related persons who are credibly alleged to have taken part in, ordered, helped carry out, or hidden serious human rights abuses or persecution against religious or ethnic minorities.
The Secretary of State would also have to decide whether targeted measures should be imposed on the identified people using existing U.S. sanctions tools.
Possible actions the government could take
The bill lists several kinds of targeted measures that could be used under existing law, including:
- freezing property and blocking assets;
- denying or revoking visas, or restricting entry into the United States;
- restricting access to property or financial transactions under U.S. jurisdiction;
- other targeted sanctions or restrictions allowed by law for terrorism, corruption, war crimes, crimes against humanity, or serious human rights abuses.
What the bill does not do
- It does not itself impose sanctions.
- It does not create new sanctions powers.
- It does not authorize restrictions on imports into the United States.
