Investivoq LegislationRadar

We have received text from H.R. 10849: Small Business and Defense Industrial Base Support Act. This bill was received on 2026-10-19, and currently has 1 cosponsor.

Here is a short summary of the bill:

This bill would change the rules for the Pentagon’s procurement technical assistance cooperative agreement program , which helps small businesses learn how to compete for defense contracts.

What the program does

The program supports groups that give small businesses technical help related to selling goods and services to the Department of Defense. Under current law, the bill says the program’s purpose is to provide confidential procurement technical assistance, rather than just procurement technical assistance generally.

Funding limit changes

The bill would raise several dollar limits in the law that cap how much federal support can be provided under these cooperative agreements. Specifically, it would increase certain amounts from:

  • $1.5 million to $2 million
  • $750,000 to $1 million
  • $1.5 million to $2 million

These higher limits would allow the program to provide more funding in some cases than it can now.

Waiver authority

The bill would also give the Secretary of Defense authority to waive or change those dollar limits on a case-by-case basis if doing so is in the best interest of the program. If the Secretary uses that authority, the defense committees in Congress would have to be notified within 30 days.

Practical effect

In simple terms, the bill would make the small-business defense contracting assistance program a bit more flexible and potentially better funded. It would focus the program more clearly on confidential assistance and give the Pentagon more room to adjust funding limits when needed.
