Representative Jefferson Shreve introduces H.R. 10830: Build More Homes Act

Investivoq LegislationRadar

We have received text from H.R. 10830: Build More Homes Act. This bill was received on 2026-10-15, and currently has 1 cosponsor.

Here is a short summary of the bill:

This bill would not directly change housing rules or create new housing programs. Instead, it would require the Government Accountability Office, through the Comptroller General, to study pattern books for housing.

What “pattern books” means here

Under the bill, pattern books are sets of pre-reviewed construction plans that local governments approve in advance for compliance with local building and permitting standards. The idea is that builders could use these approved designs to make the plan-review process faster and easier for certain housing projects.

What the study would examine

The GAO would have to look at:

  • How pattern books affect the amount of housing built.
  • Whether they make permitting more efficient.
  • How they affect construction and development costs.
  • What legal, regulatory, or other barriers make it harder to use pattern books more widely.
  • What has worked best in places that already use them, including any lessons for rural communities.

Who would be consulted

In doing the study, the GAO would consult with local governments and other public or private stakeholders the Comptroller General thinks are relevant.

What happens after the study

The GAO would have to deliver a report to Congress and make it public within 18 months after the bill becomes law.

Practical effect

If enacted, the bill would mainly produce information for Congress and other policymakers. It would help determine whether pattern books could be a useful tool for speeding up housing approvals and lowering costs, but it would not itself require any state, local, or federal government to adopt pattern books.
