Investivoq LegislationRadar
We have received text from H.R. 10674: National Institutes of Clean Energy Act of 2026. This bill was received on 2026-10-01, and currently has 5 cosponsors.
Here is a short summary of the bill:
This bill would create a new agency in the Department of Energy called the National Institutes of Clean Energy by January 1, 2030.
What the new agency would do
The agency would focus on research, development, and demonstration projects related to clean energy and climate science. Its work would include investing in technologies and projects intended to:
- reduce greenhouse gas emissions;
- use less energy, water, and materials;
- support renewable energy production;
- reduce environmental and public health harms, especially in communities that have been disproportionately affected by pollution and climate change.
Types of research and projects it would support
The bill says the agency should support a range of clean energy efforts, including:
- microgrids;
- energy storage, including long-duration storage;
- electric vehicles;
- advanced energy technologies for hard-to-decarbonize sectors like aviation and shipping;
- research on how energy production affects frontline communities;
- research on job loss, job creation, and workforce development related to the transition to cleaner energy.
Priorities for funding
The bill directs the agency to give priority to projects that:
- reduce environmental harms or health impacts in frontline, vulnerable, and disadvantaged communities;
- improve public health in those communities;
- create high-quality jobs with strong labor standards;
- advance clean energy and climate science;
- are carried out at public universities, land-grant colleges and universities, minority-serving institutions, and consortia made up of those institutions;
- take place in areas that experienced the worst job losses between 2018 and 2026, including rural and deindustrialized areas.
Who would count as a target community
The bill defines “frontline, vulnerable, and disadvantaged communities” as areas where climate change, pollution, or environmental damage has worsened inequalities, especially for Black, Brown, and Indigenous people, other communities of color, migrant communities, deindustrialized communities, rural communities, low-income workers, women, older adults, unhoused people, people with disabilities, and youth.
Funding
The bill authorizes $400 billion in appropriations over fiscal years 2027 through 2036 to establish and run the Institutes.
