• Limit removal to “for cause.” The President would still be able to remove an Inspector General, but only “for cause,” rather than at will. In practice, this means removal would have to be based on a stated reason such as misconduct, neglect of duty, or similar grounds recognized by law.

• Apply these changes to multiple categories of Inspectors General. The bill amends more than one part of federal law so the new term and removal rules would apply across the covered Inspector General offices in chapter 4 of title 5 of the U.S. Code.
