We have received text from H.R. 10824: Stroke Education and EMS Care Improvement Act of 2026. This bill was received on 2026-10-15, and currently has 3 cosponsors.
Here is a short summary of the bill:
This bill would direct the Secretary of Health and Human Services to create a nationwide program to improve how emergency medical services (EMS) personnel are trained to recognize and respond to strokes.
What the program would do
- Within 2 years of enactment, HHS would establish a National Standardized EMS Stroke Education Program .
- The program would create a standard, evidence-based stroke curriculum for EMS clinicians such as paramedics, EMTs, and first responders.
-
The training would focus on:
- recognizing stroke symptoms,
- managing stroke patients before they reach the hospital,
- using stroke severity scales, and
- deciding where patients should be transported, including to certified stroke centers.
- The curriculum would also include interactive case studies and real-world examples.
How it would be carried out
- HHS would consult with federal agencies and medical and EMS organizations when developing the program.
- The department would be allowed to make competitive grants to state and local EMS agencies to help them implement the training.
- Priority for funding would go to agencies serving underserved and rural areas, especially places that have trouble accessing stroke education.
- The bill also says the program should be available through online training, telemedicine support, and other digital tools for remote areas.
Oversight and reporting
- HHS would set up a system to track how the program is working.
-
That system would measure things like:
- how many EMS clinicians are trained,
- changes in time to treatment,
- patient mortality rates,
- how many patients are transferred to stroke centers, and
- state-by-state differences in stroke care.
- HHS would have to submit a report to Congress within 2 years and then every year after that, including an assessment of the program and suggestions for changes.
Funding
- The bill would authorize whatever money is needed to carry out the program for fiscal years 2027 through 2032.
