Representative Brian K. Fitzpatrick introduces H.R. 10866: Ronald Reagan Peace Through Strength Act of 2026
Investivoq LegislationRadar
We have received text from H.R. 10866: Ronald Reagan Peace Through Strength Act of 2026. This bill was received on 2026-10-22, and currently has 2 cosponsors.
Here is a short summary of the bill:
This bill would change U.S. law in three main ways related to Russia and Ukraine:
1) It would block waivers for Russian energy imports
The bill amends an existing law that bans imports of Russian oil and other energy products. Under current law, the Treasury Department’s Office of Foreign Assets Control (OFAC) can issue waivers or general licenses in some cases. This bill would bar OFAC from issuing any waiver or general license that would allow the import of Russian energy products.
2) It would cancel one existing license for Russian diesel transactions
The bill would make “Russia-related General License 135,” which authorizes certain transactions related to the sale, delivery, offloading, and importation of diesel fuel from Russia, have no legal effect. It would also prohibit the Treasury Secretary from authorizing similar transactions in the future if they are otherwise barred by law but would normally be allowed as necessary steps in selling, delivering, or offloading Russian crude oil or petroleum products.
3) It would require continued intelligence support for Ukraine
The bill would amend the National Security Act so that the Director of National Intelligence must ensure relevant intelligence agencies provide Ukraine with intelligence support intended to help defend or retake territory from Russia. This support could include information, intelligence, and imagery collection authorized under existing law. The bill would also require each intelligence agency head to notify Congress within 24 hours if that agency’s intelligence support to Ukraine is interrupted.
Other effects
The bill also says the Treasury Secretary may not spend funds to carry out any agreement that would violate the act.
Relevant Companies
- XOM — Exxon Mobil could be indirectly affected by tighter restrictions on Russian oil and energy imports, which may influence global oil supply, prices, and trade flows.
- CVX — Chevron could be indirectly affected for similar reasons, through changes in global energy markets and sanctions-related supply constraints.
- VLO — Valero Energy could be affected if limits on Russian diesel transactions alter supply availability or refining margins in the U.S. and international markets.
- MPC — Marathon Petroleum could be indirectly impacted by changes in diesel supply and broader petroleum market pricing tied to Russian energy restrictions.
- DINO — HF Sinclair could be affected by shifts in diesel and refined product markets if Russian supply becomes more constrained.
